A master plan defines the boundaries between public and private, collective and community, areas that are built-up and not built-up, green belt areas and locations with mineral deposits, and it creates space. A master plan operates and integrates  various levels : district or city, the city centre, the street, the building but also on the level of materials used. Frequent feedback between these different:levels provides the input for the master plan.

A master plan is not a static but  a strategic tool: development strategies are devised without specifying a unique, clear end-vision.

A master plan is practical,  based on specific projects.
